Key Lime International (Keylime) is a woman-owned small business that works with the USAID community to make international development more fruitful. We help organizations worldwide win and implement USAID programs across a range of functions including monitoring and evaluation, compliance, finance and administration, human resources, communications, and proposal development. Our work is powered by our proprietary marketplace—the first and only online marketplace of USAID experts and vendors—providing rapid, on-demand access to resources for our clients and partners.

Where did the name Keylime come from? We are a Floridian business and have a special appreciation for the delights of Florida, including key limes. Key limes are smaller than a regular lime, but far juicier, more flavorful, with a distinct aroma, and highly sought-after by chefs. That’s the kind of organization we always want to be—bursting with value, full of character, and the partner of choice for our industry.

The primary objective of the Compliance and Capacity Support for Diverse Partnerships (CCSDP) IDIQ is to ensure that new, non-traditional, and local partners and governments have the capabilities and resources to serve as prime partners for USAID programming and ensure that USAID Missions and Operating Units are better equipped to work with more local and diverse partners. The contract provides the following services:

  1. Support for Mission staff to improve local partnerships
  2. Monitoring, evaluation, and learning to support USAID’s accountability systems
  3. Risk management, including internal controls, audits, financial management, and risk assessments
  4. Demand-driven capacity strengthening for local actors

Our Qualifications

More than 140 organizations, from established USAID implementing partners to new and potential partners, have hired us to support their USAID proposals and projects or deliver specialized trainings. To date, Keylime has helped 37 new and local partners win and implement USAID awards and contracts. Our consortium partner Chemonics International brings broad technical experience, in-house communities of practice with leading experts, and models and lessons learned from implementing USAID programs worldwide for over 45 years. They are a trusted partner to USAID and, more significantly, to thousands of local stakeholders. We also offer our signature Marketplace—home to 500 consultants and vendors across 75 countries—to provide demand-driven local capacity strengthening services. Examples of our experience include:

  • As a subcontractor on the USAID Partnerships Incubator, Keylime provides organizational capacity strengthening and training services to help new target partners work effectively with USAID and become stronger development actors. Keylime has provided rapid, flexible technical assistance—in English, French, and Arabic—to 22 new and/or local partners in financial management, award administration, compliance, human resource management, MEL, business development, and strategic communications. We are also supporting USAID through services like a partner landscape assessment and the development of Acquisition & Assistance Guides on innovative procurement solutions.
  • The Innovative Finance activity, implemented by Chemonics, works with USAID’s Professional Development and Training Division to create a foundational understanding of pay-for-results approaches to the design, development, and financing of USAID awards. Keylime has partnered with Chemonics to lead the design of three 60-minute, self-paced training modules on phased acquisition, cost-plus award fee contracts, and fixed amount awards and to develop an accompanying toolkit of resources for Acquisition and Assistance staff. We also led the development of a white paper on USAID's use of fixed amount awards, managing risk under them, and how they can be leveraged as a tool in localization.
  • Under the USAID-funded Colombia Human Rights Activity, Chemonics worked alongside Colombian human rights systems actors to build the capacity of local organizations, including by issuing 88 grants to over 60 civil society organizations. Chemonics provided tailored technical assistance to two high-capacity local organizations, supporting them in preparing for direct USAID funding opportunities. Chemonics facilitated an Organizational Capacity Assessment and the NUPAS for each organization, then helped the partners design and deliver on tailored organizational strengthening pathways.

Keylime also operates Keylime Academy, which houses all of our training courses. Keylime Academy’s courses serve hundreds of participants each year and are regularly attended by new partners around the globe as well as traditional development implementers. We design all course content on modern adult learning principles, and our curriculum library has more than 60 modules on topics such as business development, financial management, compliance, procurement, MEL, and project management.
